What is UrurKaab and what does it stand for?

UrurKaab(supporting civil society organisations) is three-year technical assistant programme for capacity building of civil society organisations; the programme is funded by the Delegation of European Union to Somalia and implemented by FCG Sweden

Why support civil society organizations? And why now?

Civil society organizations play an important role in democratic societies, they give voice to the voiceless, work to identify abuses and advocate for vital reforms. CSOs represent the society in general, therefore, their knowledge and skills on advocacy, lobby, and networking for better community representation is very critical

In recent years, space for Somali civil society organizations has been shrinking and funding has been drying up; the majority of CSOs do not meet donor funding requirements due to low capacity. Therefore, UrurKaab is working to build their capacity so they can meet donor requirements, increase their capacity to fundraise and improve their project management capacity

Why does UrurKaab specifically support CSOs working on governance and democratisation?

UrurKaab will provide different types and level of support to all the 410 CSOs mapped by the programme. However, due to limited resources, UrurKaab will provide most of the support including on-site mentoring and coaching to only those CSOs governance and democratisation sector during this phase of the project; it is expected that the scope of the project will expand in the future.

Who can apply for the capacity building program?

All CSOs based in Somalia and Somaliland will have opportunity to take advantage of the programme materials that will be available online on the UrurKaab website; the CSOs will also receive support through email and telephone hotline that the UrurKaab will establish. Organizations in the governance and democratisationsectorswill get additional support in this phase one.

How long is the program?

The program is a three-year technical assistance programme from January 2020 – January 2023.

What kind of support does the program provide during the capacity building period?

Based on capacity gaps identified during the capacity assessment of each CSO currently being conducted, the program will provide customised capacity building on identified organisational and technical gaps, including financial management, fundraising including proposal writing and report writing, advocacy, lobbying, partnership and networking.

Do the CSOsthat have received capacity building also receive funding from UrurKaab?

In this phase, there is no direct fundingfor the CSOs who benefit from the programme. However the programme continuously identifies new funding opportunities relevant for Somali CSOs in addition to the capacity development support. The programme will share these funding opportunities with the CSOs once we have identified them and provide guidance in the application process.

How will UrurKaab build the capacity of civil society organizations?

UrurKaab conducts needs assessments of selected CSOs and based on the gaps identified in the needs assessment, the programme develops capacity building plans. Ururkaab employs local and international experts with the right knowledge and expertise to deliver tailored capacity development support based on the organization’s needs identified at the capacity assessment stage. As has been mentioned under FAQ 3 above, level of support organisations will receive will depend on focus area with most of the support going to CSOs working in governance and democratisation sectors. Capacity support will include trainings (both online and offline), peer learning, mentoring and support to develop internal systems.

What are the capacity development objectives of UrurKaab?

To help CSOs working in governance and democracy sector to mobilize Somalia/Somaliland citizens to participate more effectively in democracy and governance reform processes through representation, participation, transparency and accountability.

What kind of recognition do I receive after participating in UrurKaab capacity building trainings?

All organisations whose capacity is assessed will receive a capacity assessment report; this report will show the organisation the areas it needs to improve on and can be shared with other donors to show the organisation’s capacities. In addition, UrurKaab will issue training certificates to all participants in its trainings.
