To ensure the programme is for all Somalis and work outside of traditional areas of centralised power, Urur Kaab established its head office in Somaliland and Regional Hubs in each of the five federal member states, with dedicated Programme Liaison Officers serving as a point contact, support and representation during implementation.
To reach as many CSOs as possible, the Programme Hubs in Mogadishu and Garowe, and Regional Hubs in Kismayo, Jawhar, Baidoa and Dusmareb will be staffed by part-time Programme Liaison Officers who will provide hands-on support to CSOs to complement formal trainings. So far, Urur Kaab has recruited four talented junior staff in Mogadishu, Garowe, Kismayo and Baidoa and plans to recruit two more in Samareeb(known as Dhusamareb) and Jowhar soon. The PLOs come with different backgrounds and competencies and work on part-time basis, with their time adjusted dynamically in response to demand from CSOs in each of their regions. This is a model FCG Sweden have successfully used in other programmes.
